As he has a lot of touring stuff on the bike, he may have changed the dogbones to a standard set of clamps in order to mount a GPS.  In between the risers is a perfect place...
Just because you're not paranoid doesn't mean they aren't out to get you...

My spare parts one didn't have the dog bone, had to make my own.

The VX changed to the one piece dogbone clamp in '92.
And yes, I have have one of Richards works of art clamps.... ;D
