Not sure, but I think the pump is bolted to the airbox which you can only remove once the battery container is removed,

So then it is either the vacuum hose or the fuel pump itself. Carb cleaner won't help much I am afraid
Switch the petcock to reserve to bypass the vacuum feature...or remove the vac hose from the carb and draw a vac on it :P
You should see flow either way.

Another evening spent working on the old lady.
Took the fuel pump out.

Decided to take the rear fender out.
Easiest way. The access is still tight, but manageable.

Pump was out and after taking it apart, it was obvious that it was not assembled properly.
The brass cover that divides the fuel part into two chambers was offset by 72. The chambers were connected. Not good
Basically the pump was pumping back to the tank.
Cleaned the pump, fresh fuel lines and fresh filter.

Started right first try.
Trying diff fuel / air ratio.

a little something I did, thats a life saver when it comes to diagnosing carb issues; clear fuel line.

I got it from my local dealer, 3ft for 10$. Its ethanol safe.. its not your usual vinyl hose. Its clear fuel hose.
Its just so nice to see when the fuel is flowing...

glad you got it goin
must.
go.                             My CJD is clearing up.
faster.

Nice evening ride, sorted out the fuel issue. (Still not 100% happy, but lets say 90% there)
It rides, it pulls. Bit of a gap when you open the throttle too quickly. Can live with it for the moment.
The luggage rack is on.
Overall good day.
